Address to Parliament on National Development

Twenty years after taking power, President Museveni addressed Parliament to mark the milestone and lay out his vision for Uganda's economic transformation. This speech came at the beginning of his third term following Uganda's return to multi-party politics.

The address focused on Uganda's economic growth story — GDP had grown from $1.2 billion in 1986 to over $8 billion by 2006 — and outlined his industrialisation agenda for the next decade. Museveni argued that Uganda's path to prosperity lay in adding value to its agricultural produce rather than exporting raw commodities.

The speech is remembered for his vision of a 'middle income Uganda' by 2040, a target that would later become formalised in Uganda Vision 2040.
